Public agents learn to identify and to mitigate corruption risks in the public procurement process
National Anticorruption Center and UNDP Moldova organize a cycle of trainings for public agents „Corruption Risks Management in the Public Procurement Process”, in the period of 19 May – 2 June 2016.
5 trainings for the staff of the internal audit sections of central public authorities and Chisinau municipality city hall will be organized during the mentioned period. A total of approximately 100 public agents will be trained.
Trainings are conducted within the project „Strengthening the Corruption Prevention and Analysis Function of the National Anticorruption Center”, implemented by the UNDP Moldova with the financial support of the Norwegian Ministry of Foreign Affairs.
Training will focus on identification of corruption risks for each stage of the public procurement process and their documentation. At the same time, participants will learn how to apply the System of fraud indicators (Red Flags) and what are the role and responsibilities of the working group for public procurement in preventing fraud and corruption risks. Public agents will also learn more about the specific mission of internal audit of the public procurement process.
In the period of November 2015 – February 2016, within the same project „Strengthening the Corruption Prevention and Analysis Function of the National Anticorruption Center”, corruption risks within the national public procurement process were evaluated. This exercise resulted in a comprehensive report providing recommendations meant to mitigate corruption risks in procurement process. An innovative aspect for this sector, proposed under the project, is the System of fraud and corruption indicators for the whole scope of the procurement process, indicators based on the Red Flag concept.
