Most of the high-level corruption cases in Romania are related to public procurement, a EUR 15 million market, said Marius Bulucea, advisor to the Chief Prosecutor of the National Anticorruption Directorate (DNA).

Corruption often occurs when there is a large margin of discretion for civil servants, who are at liberty to choose without some very clear criteria. The new legislation brings new principles and more flexibility, by dropping the importance of the lowest price principle, said Bulucea, cited by local Agerpres.

It is important what happens before the tender procedure, but also what happens afterwards, during the contract signing. Corruption is not so much related to the attribution process, Bulucea added. The Romanian authorities published the draft law on public procurement at the end of July.
