Is the Anti-Corruption Model Delivering Results in Macedonia? – Key Factors that Make a Model Successful 2013

This study on national anti-corruption policy raises the question “Is the anti-corruption model delivering results in Macedonia?” With the aim of answering that question, the study will explore the key-factors, which bring results in the fight against corruption in two other states, Latvia and Croatia. This comparative evaluation examined different model types since no single model is a sufficient factor by itself. The second method introduced a unique corruption level model, with the goal of assessing the political weight of the criminal entries initiatives, started by the State Commission for Preventing Corruption (SCPC) in Macedonia. Unlike the legalistic and normative approaches, this method explores how deeply the potentially corruptive cases have entered the political system.

This study of public policy enforcement came to the conclusion that Macedonia has a weak anti-corruption system. However, the introduction of SCPC as a specialized anti-corruption institution has brought a positive shift from the previous status-quo position. Up till now, SCPC has produced state anti-corruption programs, control over officials’ property lists and conflict of interests, thus making efforts against corruption, which would have otherwise remained unrealized. What’s more important is that the Commission started 131 initiatives for criminal prosecution and assumptions of corruption, which could have remained unnoticed by the other institutions, had they not have been initiated by SCPC.
