General information

Established: 2002

Structure: headed by a Director and four deputy directors who administer the directorates and departments; divided into north and south territories.

Competencies: to prevent and investigate public corruption and bribery; to provide expertise on anti-corruption legislation; to monitor national anti-corruption strategy and action plans.

Level of Independence

– Permanence: established by Law 1104 of 06.06.2002 on the National Anti-corruption Centre.

– Appointment: The Director is proposed by the Prime Minister and is appointed by the President.

– Removal: Can only be dismissed by the President upon the proposal of the Prime Minister.

– Immunity: No.

– Financial Autonomy: budget adopted in standard procedure.

 

Monitoring:

Level of Independence

– Permanence: National Anticorruption Strategy for 2011-2015 (SNA), approved by Parliament Decision No. 154 of 21.07.2011.

– Appointment: The heads of the involved institutions announce to the Secretariat of the monitoring group the names of the appointed representatives; members of the monitoring group adopt the internal normative framework and elect the President. The Secretary of the Monitoring Group is appointed by the NAC Director. The NAC Director is appointed by a majority vote of the Parliament.

– Removal: The NAC Director can only be dismissed by the President upon proposal of the Prime Minister.

– Immunity: No

– Financial Autonomy: budget adopted in standard procedure.

Competencies: to investigate conflicts of interests and declarations of wealth of public officials.

Level of Independence

– Permanence: established by Law no. 180 of 19.12.2011

– Appointment: The President of National Integrity Commission is appointed by the Parliament

– Removal: Can only be dismissed by a majority vote of the Parliament

– Immunity: No

– Financial Autonomy: budget adopted in standard procedure
