Established: 2006
Structure: chaired by the Deputy Prime Minister in charge of EU funds; vice-presidents are the Minister of Justice, Minister of Interior and Minister of European Affairs; members of the Commission are the Minister for Finance, Deputy Ministers of Education and Science of Health, State Administration and Administrative Reform, Economy, Regional Development and Public Works, Agriculture and Food, Transport, Labor and Social Politics on Environment, Chairman of the State Agency for National Security.
Competencies: prioritizes the state’s anti-corruption policy; provides recommendations on regulations of the anti-corruption policy; monitors implementation of policy; analyzes efficiencies of internal administrative controls

– Appointment: headed by Deputy Prime Minister
– Financial Autonomy: budget adopted in standard procedure

Structure: headed by director and two deputies; activities set by the Consultative Council which includes members of Parliament, the government, law and state agencies as well as the director of the Center
Competencies: analyses and works towards preventing corruption across public institutions, provides expertise and liaisons where necessary

– Permanence: established by Council of Ministers Decision 158 from 29.07.2010
– Appointment: The Director is appointed by the Council of Ministers.
– Removal: The Director can only be dismissed by the Council of Ministers.
– Financial Autonomy: budget adopted in standard procedure

Established: 2011
Structure: composed of five members of whom one is Chairperson
Competencies: to investigate and determine whether a conflict of interest exists through administrative and inquiry proceedings; general administrative tasks organized into a Financial and Economic Activities and Administrative Services Directorate; specialized administration is organized into a Legal Directorate; investigates public office holders per Article 3 of Conflict of Interest Prevention and Ascertainment Act
Level of Independence
– Permanence: established in State Gazette No. 94/31.10.2008
– Appointment: The National Assembly elects the members of the Commission by secret ballot. The member who has garnered the most votes becomes the Chairperson of the Commission.
– Removal: The credentials of the Chairperson or of a member of the Commission shall be terminated by the electing or appointing authority, as the case may be, prior to the expiration of the term of office thereof:
- at the request of the said Chairperson or member;
- upon inability to execute the duties thereof for more than six months;
- upon conviction of a premeditated publicly indictable offence;
- upon incompatibility;
- upon entry into effect of an act whereby a conflict of interest has been ascertained;
- upon death or interdiction. (SG No. 97/2010)
